How to cut your WhatsApp Business API costs with Click-to-WhatsApp ads

By The PandaBee team · · 2 min read

WhatsApp is where customers in Hong Kong and Malaysia prefer to talk to businesses. It is also where marketing budgets quietly leak, because the WhatsApp Business Platform charges per message in many cases. The good news: a handful of design choices can keep a large share of your conversations in the free windows.

Note: Meta sets WhatsApp pricing and free-window rules and updates them from time to time. Always check Meta’s current pricing page for your country before planning budgets.

1. Know where costs come from

In broad terms, there are three buckets:

  • Replies inside the customer service window. When a customer messages you, you can reply freely for a limited time after their last message.
  • Template messages you start. Marketing, utility and authentication templates sent outside that window are the ones that can be billed per message.
  • Entry points that open a free window. Conversations started from Click-to-WhatsApp ads or a Facebook Page call-to-action button can open an extended free-entry window.

The takeaway: the customer starting the chat is cheap; you starting the chat is expensive. Design your funnel accordingly.

2. Build a Click-to-WhatsApp funnel

Click-to-WhatsApp ads send people straight from Facebook or Instagram into a WhatsApp chat with you. A cost-aware funnel looks like this:

  1. Ad with a clear offer and a “Send message” call to action.
  2. Instant AI greeting that asks two or three qualifying questions.
  3. Lead scoring so only serious buyers reach your sales team.
  4. Human reply inside the free window, with the answers already collected.

Because the lead opened the conversation, you can have the whole qualify-and-close discussion without paying for outbound templates.

3. Use Coexistence instead of a big migration

WhatsApp Coexistence lets one number work in both the WhatsApp Business app and the API platform. That means:

  • You keep your number and chat history.
  • Staff can still reply from their phones while automation and the team inbox run on the same number.
  • No awkward “please message our new number” campaign, which itself costs customers and money.

4. Make every paid message count

When you do need to send a template, be deliberate:

  • Segment. Broadcast to people who bought, enquired or engaged recently, not your whole list.
  • Filter first. If AI has already marked a lead as cold or spam, skip the follow-up.
  • Stop on reply. Auto follow-up should stop the moment the customer responds.
  • Check the estimate. Know the likely cost before you press send.

5. Put it into practice

A simple checklist to start this week:

  1. Move your highest-intent enquiries to Click-to-WhatsApp ads.
  2. Turn on AI qualification for every new chat.
  3. Enable Coexistence so your team keeps its familiar workflow.
  4. Review your last month of template sends and cut the ones that never got replies.

PandaBee is built around exactly these ideas: a shared team inbox, AI Lead Filtering and cost-aware automation, with a real support team to help you set it up. If you would like us to look at your current setup, book a demo.
